Emergency: definitions, problems and solutions

چکیده
Надзвичайні ситуації постійно супроводжують людство, призводячи до великих матеріальних втрат і людських жертв. Обговорювалися визначення та загальні закономірності розвитку надзвичайних ситуацій, їх роль у аварій катастроф. Стверджується, що на сьогодні немає єдиного поняття надзвичайної ситуації. На підставі проведеного аналізу наданий механізм ситуації, сформульоване її визначення: надзвичайна ситуація — це стан природної антропогенної активності в зовнішньому середовищі соціумі. Обґрунтована необхідність зміни нормативного «надзвичайна ситуація».
